Poland plans 25 kph factory speed limit for electric scooters

Poland plans to bring in rules under which electric scooters will need to have a built-in top speed limit of 25 kph (15.5 mph), an official said on Friday.

The two-wheelers have recently become a common sight in big Polish cities, reflecting a wider trend in Europe.
But pedestrians have complained that they are in danger of being hit by riders silently zipping up behind them on the pavement.
Under planned changes in Polish law, scooter users will have to use bike paths, Deputy Infrastructure Minister Rafał Weber told reporters on Friday.
Where there is no path for bicycles, scooters will be able to use the pavement if the road next to it allows vehicles to travel over 30 kph.
Ministry officials cited by state news agency PAP said they did not want to introduce excessive restrictions on any group of road users. They added that the proposed change was prompted by safety concerns.
The law has not kept pace with a spurt in technological progress, and Poland at the moment does not have regulations governing the use of electric scooters.
