In a previously classified report, the Polish Supreme Audit Office pointed to irregularities in Poland's gas talks with Russia in 2006-2011.

The report shows that in 2009 and 2010, then-Economy Minister Waldemar Pawlak negotiated with Russia on the Yamal-Europe pipeline contract without the required authorized instructions for negotiations.
It added that some of the terms negotiated were not in line with the authorised instructions he later received.
The Supreme Audit Office's report accused Pawlak’s ministry and Polish gas giant PGNiG of failing to try to get the best deal for Poland.
The state auditor paper also pointed to Poland's dependence on Russia for gas and praised the LNG terminal in Świnoujście, in Poland's north, which was opened in 2015, for helping diversify supplies.
The report was requested by a parliamentary Treasury committee. It was sealed from the public on Pawlak's request in 2013. The Polish government's plenipotentiary for Energy Investment Strategy asked for the seal on the document to be removed in January 2017. (vb)
