At least 100,000 signatures are needed to bring a so-called citizens' bill before parliament, although technically draft legislation can be rejected at the first reading.
Solidarity plans to start collecting signatures in the second half of April.
Alfred Bujara, head of the trade section of Solidarity, said at a press conference in Poland's lower house of parliament on Tuesday that there could be exceptions, but only for small-scale businesses such as flower-sellers.
At present, trade in shops is prohibited on 13 public holidays. (nh/pk)
