Meanwhile, Poland's Patryk Stosz finished runner-up, ahead of third-placed Jason van Dalen of the Netherlands.
More than 110 cyclists from 19 teams based in various countries took part in the five-stage 888-kilometre-long race, which concluded in the southeast of Poland on Saturday.
Estonia's Vahtra won three stages of the 30th Solidarity Race, including its final leg, which saw cyclists cover a 182 km route ending in the town of Krosno.
The annual race, which is also known as the Course de Solidarność et des Champions Olympique, started in the central city of Łódź on Tuesday.
Further stages took riders through a number of mid-sized towns in central and southeastern Poland.
These included Zgierz, Kutno, Kielce, Radom, Skarżysko-Kamienna, Stalowa Wola and Tarnobrzeg.
Poland will next month be hosting its largest cycling race, the Tour de Pologne, due to take place from August 3 to 9.
