COVEC A2 appeal rejected

The Appeals Department of the Public Procurement Office has rejected an appeal filed by COVEC, which cried foul over the lack of a tender for the replacement contractor in the construction of the A2 highway linking Warsaw with the central city of Lodz.

The Chinese firm, which was formerly charged with constructing two sections of the A2 highway before it ran into financial trouble in May, also demanded the financial details of the new deal to be made public.
The Röhrenschef lawyer’s office representing COVEC in the dispute tried to prove that the PPO Appeal Department’s decision was illegal, as it limited competition.
The Röhrenschef team also stipulated that the upcoming Euro 2012 football championships in Poland do not constitute an excuse for the bypassing of a public tender in order for works to continue without delay.
However, the General Directorate for National Roads and Motorways maintained that the construction of the A2 motorway is a key investment that has to be completed by Euro 2012 under the agreement signed with UEFA, the European football governing body. (jb)
