According to public broadcaster Polish Radio's IAR news agency, Poland wants to introduce new rules so that direct payouts could be handed out to farmers to improve animals living conditions.
A draft EU budget, announced by the European Commission last year, earmarked less funds in that area for Poland than in previous years, IAR said.
According to the agency, the budget cuts are caused by UK's planned divorce from the bloc as well as new priorities like security and migration policy.
On Monday, Morawiecki is also scheduled to meet Maros Sefcovic, Vice President of the European Commission in charge of the Energy Union, as well as Budget Commissioner Günther Oettinger.
